Assigns the first, third, fourth floors, and basement (including underground atrium wings) to the legislative department, with presiding officers of the Senate and House determining space use and allocation.

Allows presiding officers to maintain legislative department space and provide equipment and furniture, or alternatively contract with the director of administration for these services.

Declares an emergency effective upon passage and approval.
