Repeals the existing educational loan repayment program under Section 67-5339 and replaces it with a new educational reimbursement program for eligible state employees.

Defines eligible state employees as those who have completed at least 1,040 hours of credited state service, obtained satisfactory performance, and received appointing authority approval to participate.

Covers reimbursement of tuition, books, and required educational materials for undergraduate, graduate, medical school, and postsecondary certification programs.

Requires eligible employees to enter into annual educational reimbursement agreements with their appointing authority that disclose current education-related expenses and confirm prior reimbursement payments were used for eligible expenses.

Authorizes appointing authorities to seek legal remedies including deductions from accrued vacation funds from employees who resign during the designated period after receiving a reimbursement payment; effective July 1, 2022.
