Revises the Postsecondary Credit Scholarship program for Idaho high school graduates beginning with the spring 2016 graduating class, offering scholarships of $2,000 (10+ postsecondary credits), $4,000 (20+ credits), or $8,000 (associate degree).

Changes eligibility requirement from "successfully passed" to "earned at least twelve (12) credits" during the preceding semester to maintain scholarship eligibility in subsequent semesters.

Modifies matching scholarship language from "merit-based" to "postsecondary merit-based matching scholarship" and clarifies that matching funds must come from business or industry sources, not institutional or affiliated foundation funds.

Allows scholarship funds to be used for room and board if a student's other scholarships cover 100% of tuition and fees costs, at the eligible institution's discretion.

Declares an emergency and makes the act effective July 1, 2022.
