Amends Section 34-903, Idaho Code, to revise candidate name arrangement on ballots and related election documents.

Requires the Secretary of State to rotate candidate names for federal, state, county, and city offices in a manner determined by the Secretary.

For political entities with more than 100,000 registered voters, requires rotation of candidate names for other offices as determined by the Secretary of State.

For all other elections, candidate order shall be determined by applying the first letter of each candidate's last name to a random alphabet selected by the Secretary of State prior to each election.

Becomes effective July 1, 2022, and is declared an emergency measure.
