Amends Idaho Code Section 34-106 to prohibit taxing districts from holding bond elections within eleven months of a failed bond election of the same type or subject within the same taxing district.

Amends Idaho Code Section 63-1309 to extend the waiting period for subsequent bond elections from two months to eleven months following a failed bond election in the same district.

Exceptions remain in place for municipalities, water and sewer districts conducting bond elections for water supply or public sewerage system improvements deemed necessary by the Idaho state board of health and welfare.

Exceptions also preserved for school districts to conduct emergency bond elections if a school building is destroyed or rendered unusable due to fire, flood, or catastrophe, with authorization from the state board of education.

Effective date: July 1, 2022, with an emergency clause declared.
