Amends Idaho Code Section 54-924 to add exceptions to restrictions on dentists practicing under business entities, allowing dentists employed by the state, contractors, or subcontractors to provide dental services to Idaho Department of Correction prisoners.

Permits dentists to provide dental services as employees or contracting dentists at health centers defined and authorized under Section 330 of the Public Health Service Act (42 U.S.C. 254b).

Adds new disciplinary ground prohibiting dentists from supervising more than three (3) dental therapists.

Adds new disciplinary ground prohibiting dentists from requiring patients to sign agreements that limit their right or ability to file complaints with the dental board.

Declares the act an emergency measure effective July 1, 2022.
