HB 519 - Boating Law Amendments

• Revises hull identification number requirements for vessels, including format specifications with 12-character codes beginning with "IDZ" prefix and requirements for dual permanent placement on hulls.

• Updates vessel numbering and certificate of number provisions, including fee schedules ($20 for vessels 0-12 feet, plus $2 per foot for longer vessels) and documentation requirements for homebuilt or rebuilt vessels.

• Modifies personal flotation device requirements by vessel type and length, including specifications that children 14 and younger on vessels 19 feet or less must wear approved flotation devices when underway.

• Clarifies water skiing regulations including observer requirements, rearview mirror specifications, and warning flag requirements when persons are being towed.

• Makes technical corrections to definitions and references throughout boating statutes, including changes to "which" to "that" and capitalization corrections for "Coast Guard."

• Effective date: July 1, 2022 (declared as emergency legislation).
