Requires the board to designate allocated big game tags using a formula that prioritizes each outfitting operation's prior use and incorporates a base allocation number computed from the last two calendar years of tag use history.

In capped hunts, base allocation number is calculated as the average of the last two calendar years of outfitted hunter tag use; in controlled hunts, it is the highest year within the last two calendar years.

Mandates the board designate allocated tags before nonallocated tags become available for sale to nonresidents whenever reasonably practical to do so.

Allows the board to adjust tag designations based on demonstrated hardship by outfitting operations with notice and opportunity to be heard by all affected operations.

Requires unsold allocated tags to be pooled and made accessible to other licensed outfitters in the same hunt for board-specified periods, and mandates notification to licensees of their tag allocations and the basis for designation.

Effective July 1, 2022, declared an emergency measure.
