Requires a two-thirds majority vote by the Idaho State Historical Society Board of Trustees to relocate or permanently remove any historical monuments or memorials placed on public property before January 1, 2022.

Requires the same two-thirds majority vote to rename or rededicate any school, bridge, structure, park, or other public area named for or dedicated to a historic figure or event that existed before January 1, 2022.

Mandates notification to legislative leadership at least 10 days before any such vote and annual reporting to the governor and legislature on results of votes taken.

Allows monuments and memorials to be removed, relocated, or altered without board approval when necessary for construction, repair, or improvements to the structure or surrounding property.

Allows permanent relocation of monuments and memorials to locations of similar prominence without board approval.

Exempts the Idaho State Historical Society from liability and responsibility for costs associated with any removal, relocation, alteration, or denial of such actions.

Effective date: July 1, 2022.
