Amends Idaho Code Section 50-235 to authorize city councils to issue property tax rebates from general funds to property taxpayers within their jurisdiction.

Requires cities issuing rebates to pass an ordinance specifying the total amount appropriated, application instructions and deadline, rebate formula, distribution method, and program administration details.

Allows cities to align rebate programs with state property tax reduction program parameters under Idaho Code Chapter 7, Title 63, with the state tax commission providing taxpayer lists to cities.

Caps combined city rebates and state property tax reduction amounts to not exceed the total property taxes payable by the property owner on the applicable property.

Makes rebate programs entirely discretionary for city councils; if funding is insufficient, all valid claims are reduced uniformly rather than some claims being denied.

Declares the act an emergency measure, effective upon passage and approval.
