PERSI shall establish a system to conduct criminal history checks on classified and nonclassified employees, those with access to personally identifiable information, and those authorized to initiate or approve financial transactions.

Criminal history checks must be based on a completed ten-finger fingerprint card or scan and include information from the Idaho Bureau of Criminal Identification and the Federal Bureau of Investigation.

PERSI shall charge individuals a fee sufficient to cover net costs charged by the FBI and Idaho State Police for conducting background checks.

PERSI must maintain records of all background checks and provide copies to applicants upon request.

Idaho State Police and PERSI shall execute a joint exercise of powers agreement to implement the background check provisions, effective July 1, 2022.
