Creates the Confined Animal Feeding Operations (CAFO) Improvement Fund in the state treasury, administered by the Department of Environmental Quality, with all moneys continuously appropriated for grants supporting environmental improvement programs on CAFOs.

Establishes a 7-member CAFO Improvement Fund Committee consisting of representatives from the Department of Environmental Quality, Department of Agriculture, Idaho Dairymen's Association (2 members), Idaho Cattle Association (2 members), and University of Idaho College of Agricultural and Life Sciences.

Directs fund grants toward eligible dairy farms, beef cattle operations, and concentrated animal feeding operations for projects addressing waste management, nutrient management, water management, energy efficiency, and renewable energy using livestock by-products.

Requires grant applicants to contribute at least 40% of project costs from sources other than the fund, and limits individual projects to no more than 20% of total annual appropriated funds.

Mandates the Department of Environmental Quality submit annual reports to the legislature detailing expenditures, obligations, and completed work from the prior fiscal year.
