Expands allowable uses of Emergency Medical Services Fund III moneys to include training, licensing expenses, communication technology, dispatch services, and costs associated with planned coverage and emergency response (previously limited to vehicles and equipment only)

Excludes personnel salaries from fund uses, but allows funding for other costs related to assuring emergency response performance and highway safety

Authorizes the bureau of emergency medical services to approve grants to qualifying nonprofit and governmental entities holding current state ambulance or nontransport service licenses

Permits the bureau to issue grants without local fire district or city/county endorsement if such endorsement is withheld without adequate justification

Declares an emergency and makes the act effective upon passage and approval
