Allows veterans license plates to designate either one of five military service branches or the name of American Legion or Veterans of Foreign Wars of the United States as a veterans service organization.

Requires Idaho Transportation Department to enter into or adopt a memorandum of understanding with American Legion or Veterans of Foreign Wars regarding any costs associated with participation in the veterans plate program.

Maintains existing fee structure: $25 initial program fee and $15 annual program fee, with $10 of initial and $10 of annual fees going to state highway account, and $15 of initial and $5 of annual fees going to veterans cemetery maintenance fund.

Allows surviving spouses of qualified veterans to retain and display veterans plates on vehicles they own, with no requirement that the deceased veteran previously resided in Idaho or applied for plates.

Becomes effective July 1, 2022, with emergency declaration.
