Allows Idaho radio amateurs with federal FCC licenses to register one motor vehicle per license and receive special license plates displaying their radio call sign instead of regular plates.

Establishes specific design requirements for radio amateur plates including a radio tower emitting radio waves, the phrase "Amateur Radio," "CQ DE" in Morse code, and "Emergency Communication" at the bottom.

Requires all plate designs and slogans to be approved by the Idaho section of the American Radio Relay League, with the department bearing initial design costs.

Specifies that radio amateurs must notify the department of their intent to obtain special plates at a time set by the department or accept regular plates if special plates cannot be procured.

Effective date is July 1, 2022, with an emergency clause declared.
