Increases the threshold for "low-valued vehicles" from $750 to $1,500 in Idaho Code sections 49-1814, 49-1815, and 49-1816, allowing vehicles valued at $1,500 or less to be disposed of through the low-value vehicle process.

Updates notice forms and procedures to reference the new "$1,500 or less" threshold, including the "Notice of Intent to Dispose of a Vehicle Valued at $1,500 or Less" form that must be sent to registered owners, legal owners, and interested parties.

Maintains existing protections allowing persons with interest in the vehicle to file a "Declaration of Opposition" within 10 days of notice and pursue court action to prevent vehicle disposal.

Requires persons or agencies removing vehicles to forward documentation to the Department of Motor Vehicles within 5 days of disposal, including proof that no valid declaration of opposition was received.

Declares an emergency and makes the act effective July 1, 2022.
