Removes the definition of "combat zone" and incorporates it directly into the "qualifying cause of death" definition, which covers deaths from hostile action during active duty service or by gold star lapel pin recipients.

Eliminates special plate program fees for spouses, parents, and stepparents of service members killed during active military service in a combat zone.

Establishes fees for other qualifying family members: $35 initial issuance and $25 annual renewal, with $10 from each fee deposited to the state highway account for program administration and $25 initial/$15 renewal deposited to the veterans support fund.

Limits qualifying family members to registering no more than two motor vehicles under the program and excludes vehicles over 26,000 pounds gross weight.

Effective date of July 1, 2022, with an emergency declaration.
