Amends Idaho Code Section 31-1001 to allow county commissioners to enter into leases for courthouse premises, rooms, and jails for periods up to 30 years (previously limited to 5 years) if approved by simple majority of voters at an election held pursuant to section 34-106.

Permits county commissioners to contract with responsible parties for leasing of courthouses, jails, hospitals, or combinations thereof, including fairground buildings and facilities, whether constructed on county-owned or other premises.

Requires lease contracts to be awarded subject to the provisions of chapter 28, title 67, Idaho Code, and may provide that leased property becomes county property upon expiration of lease term and full performance by the county.

Clarifies that the Idaho health facilities authority may enter into lease or other transactions with county commissioners as provided in section 31-836, Idaho Code.

Declares an emergency and makes the act effective on January 1, 2023.
