Allows up to 25% differential pay for wildland firefighting personnel who hold current incident qualification cards while working on active fire incident firelines or at fire incident helibase servicing active flights.

Applies differential pay provision to both nonclassified positions in the executive department (Section 59-1603) and classified employees (Section 67-5309D).

Requires specific pay codes to be established and maintained in the state controller's office to track and monitor all pay actions authorized under this provision.

Declares an emergency, making the act effective immediately upon passage and approval.
