Repeals existing Section 72-404 of Idaho Code and replaces it with new provisions governing worker's compensation settlement agreements and lump sum payments.

Allows parties to compromise and settle claims for lump sum payments, future payments, accrued or future income benefits, and medical cost reimbursements without commission approval, except when either party requests review.

Requires commission review and approval when one or both parties lack attorney representation or when a party is a minor or legally incompetent; commission must issue written decision with findings if denying approval, which is immediately appealable to Idaho Supreme Court on abuse of discretion grounds.

Mandates all settlement agreements be filed with the commission including a detailed ledger of benefits paid or disputed and all agreed terms; attorney charging liens satisfy attorney fee approval requirements under Idaho Code and commission rules.

Effective date is July 1, 2022, with emergency clause declared.
