Creates the Idaho Workforce Housing Fund within the state treasury to provide financial assistance for workforce housing development, with expenditures prioritized based on an allocation plan approved by the Idaho Workforce Housing Advisory Commission.

Designates the Idaho Housing and Finance Association as the administrative entity for the fund and gives funding preference to developments with local government matching contributions and those structured as revolving loans.

Establishes the Idaho Workforce Housing Advisory Commission consisting of 3 House members appointed by the Speaker, 3 Senate members appointed by the President Pro Tempore, 3 public members appointed by the Governor, and the Idaho Housing and Finance Association president as an ex officio member.

Requires the advisory commission to create a statewide workforce housing plan that identifies areas most in need and determines how to structure, prioritize, and disperse grants, loans, or equity investments from the fund using gap financing.

Mandates that at least 20% of fund moneys be set aside for rural areas for 2 years; if unused, the balance becomes available to all communities; declares the act an emergency measure effective upon passage and approval.
