Prohibits requiring vaccination or proof of immunization or negative laboratory test results for applying for state services, entering government venues, or state employment.

Allows state to require negative test results for employees who previously tested positive for a communicable disease, testing if potentially exposed during employment, or vaccination for jobs requiring travel to destinations with vaccination requirements.

Prohibits discrimination against state employees based on immunization status in promotion, compensation, or job duty decisions.

Defines "government venue" as state or political subdivision-owned buildings accessible to the public, including schools, parks, and offices where services are provided.

Does not apply to federal immunization requirements, school immunization requirements under Idaho Code Chapter 48, or day care facility requirements under Idaho Code Chapter 11.
