Changes the Idaho State Lottery Commission's authority from "shall" to "may" adopt rules and regulations governing lottery establishment and operation, giving discretionary authority to the Commission.

Allows the Commission to make rules addressing lottery game types, prize structures, winning ticket selection methods, retailer contracts, ticket distribution methods, and other operational matters.

Requires all Commission rules to be temporary and subject to ratification by the legislature at the regular session following adoption, with rules becoming null and void on July 1 if not approved.

Clarifies that customer-operated machines for selling lottery tickets shall only accept currency or coin as payment.

Specifies that the Commission may enter into joint lottery agreements with other U.S. states, Canadian provinces or government, Australian states or government, and the United Kingdom, but cannot enter agreements with other countries without affirmative legislative action.

Declares the bill an emergency measure effective July 1, 2022.
