Adds new restrictions prohibiting the pool from providing reinsurance for any claims incurred after December 31, 2022, unless specific federal waiver conditions are met.

Requires Idaho to develop and submit an application for a state innovation waiver under 42 U.S.C. 18052 of the Affordable Care Act that minimizes loss of federal funding for health insurance affordability.

Mandates proper public comment periods and consultation with interested parties, including the pool board, and requires governor approval before submitting the waiver application to the federal Departments of Health and Human Services and Treasury.

Grants the director authority to develop, apply for, and implement an innovation waiver under federal law, including authorizing the pool to perform necessary implementation activities.

Declares an emergency and makes the act effective on July 1, 2022.
