Adopts the 2018 International Energy Conservation Code as the Idaho Energy Conservation Code effective July 1, 2022, subject to amendments approved by the Idaho Building Code Board and Legislature.

Preempts local governments from adopting energy codes or requirements that differ from or are more restrictive than the state Idaho Energy Conservation Code, except for administrative processes in Chapter 1.

Updates building code adoptions to the 2018 International Building Code and 2018 International Residential Code, replacing the 2006 versions previously in effect.

Allows local jurisdictions to amend only Chapter 1 (Scope and Application) and Chapter 2 (Definitions) of the Idaho Energy Conservation Code to reflect local concerns.

Requires any rules promulgated under this act to be approved by concurrent resolution in the next legislative session, with temporary rules expiring if not approved.
