Appropriates $25,561,300 from the Public School Income Fund to the Public Schools Educational Support Program's Division of Teachers for the period July 1, 2021 through June 30, 2022.

Appropriates $75,958,300 to the Division of Children's Programs from the Public School Income Fund ($1,958,300) and Federal Grant Fund ($74,000,000) for the period July 1, 2021 through June 30, 2022.

Directs the Office of the State Controller to transfer $27,519,300 from the General Fund to the Public School Income Fund to support these appropriations.

Clarifies that $27,519,300 from the General Fund and $74,000,000 from the Federal Grant Fund are the original fund sources for additional expenditures in the Public Schools Educational Support Program.

Declares an emergency, making the act effective upon passage and approval.
