Amends Idaho Code Section 50-222 to revise city annexation procedures and classifications into three categories (A, B, and C) based on landowner consent and property characteristics.

Category A annexations require all private landowners' consent and may extend beyond the city's area of impact if land is contiguous and included in the comprehensive plan.

Category B annexations apply to lands with fewer than 100 ownerships (all consent required) or more than 100 ownerships where owners of 50% or more of the area have consented, with requirements for written annexation plans and public hearings.

Category C annexations apply to lands with more than 100 ownerships where less than 50% of owners have consented, requiring all Category B procedures plus a 45-day written consent period where majority land area ownership must consent to proceed.

Declares an emergency and makes the act effective July 1, 2022.
