HB 637 Summary

• Revises the definition of "community infrastructure" to exclude public improvements fronting individual single-family residential lots and expands the types of infrastructure that may be included, such as highways, parkways, public parking facilities, trails, and public safety facilities.

• Prohibits districts formed after July 1, 2022 from excluding land that is completely surrounded by property within the district and requires districts to only include contiguous property at formation, with limited exceptions for noncontiguous property added later.

• Modifies community infrastructure district board membership requirements when a district spans multiple jurisdictions or when county commissioners redistrict or cities change from at-large to district elections, including appointment of at least one homeowner as a board member.

• Corrects technical language throughout the statute, including changing "vice-chairman" to "vice chairman" and fixing grammatical issues.

• Declares an emergency and makes the amendments effective July 1, 2022.
