Requires the Idaho Transportation Department to develop a competitively neutral registry of broadband providers and identify highway construction projects suitable for coordinating broadband infrastructure installation

Mandates the department notify registered broadband providers of eligible projects and provide at least 30 days to submit statements of interest; allows the department to deny installation if it compromises highway safety or unduly delays construction

Specifies that broadband providers pay only actual costs incurred by the department (shared equally among multiple providers for common costs like trenching and traffic control) and are not assessed fair market value for highway right-of-way access

Authorizes the department to enter into non-exclusive license agreements allowing broadband providers longitudinal access to highway rights-of-way for installation, operation, and maintenance of broadband infrastructure under specified terms and conditions
