Amends Idaho Code Section 9-203 to add a new subsection (8) creating a privilege for peer support counseling sessions involving first responders.

Defines "first responder" to include peace officers, firefighters, volunteer emergency responders, EMS providers, ambulance-based clinicians, and emergency communications officers employed by public agencies.

Prohibits peer support specialists and participants from disclosing communications made during peer support counseling sessions without consent, except when communications involve threats of suicide or criminal acts, information required by law to be reported, admissions of criminal conduct, or statements by deceased participants with executor consent.

Defines "peer support counseling session" as a meeting led by a designated peer support specialist in response to critical incidents, traumatic events, or personal or professional wellness issues.

Declares an emergency, making the act effective upon passage and approval.
