House Bill 645 Summary

• Community college district boards shall consist of five (5) trustees who reside in different trustee zones and are appointed or elected as provided in law.

• A vacancy on the board of trustees shall be declared when a nominee fails to qualify for office or within thirty (30) days when a trustee dies, resigns, removes residency from their zone, loses resident or elector status, refuses to serve, misses four (4) consecutive regular meetings without excuse, or is recalled from office.

• Vacancies shall be filled by appointment by remaining board members; if fewer than a majority remain on the board, the State Board of Education shall appoint replacements who must reside in the vacancy's trustee zone and serve until the next trustee election.

• Eligible electors within a community college district may vote only for candidates in the specific zone where they reside, and candidates must reside in the zone for which they seek election and maintain that residency to hold office.

• This act shall be in full force and effect on and after July 1, 2024.
