Requires the department to perform weekly cross-checks of unemployment rolls against the national directory of new hires and department of corrections incarcerated individuals list, and monthly cross-checks against state death records.

Mandates identity verification of claimants through methods including pre-award identity verification, multifactor authentication for online applications, or in-person identification at state offices.

Requires full eligibility reviews of suspicious claims including those with multiple claims from the same internet protocol address, claims from foreign addresses, or claims associated with the same mailing address or bank account.

Directs the department to provide annual written reports to the legislature detailing implementation results, including improper payments detected, prevented, amounts recovered, and explanations for non-recovery cases; effective January 1, 2023.
