Requires an affirmative vote by the Idaho legislature before the governor or department of labor can enter new voluntary federal unemployment programs that impose new employer requirements, enhance or create unemployment benefits, or increase/decrease benefit duration.

Allows the legislature to rescind any special or standing orders or rules issued to enter new federal unemployment programs by adopting a concurrent resolution.

Prohibits the governor or department of labor from reissuing a rescinded order, rule, or substantially similar provisions, or taking the same action again for 60 calendar days following legislative rescission.

Takes effect July 1, 2022, and is declared an emergency measure.
