School boards must adopt policies and procedures for approving school clubs and organizations, notifying parents or legal guardians about available clubs, and obtaining parental permission before students join.

Boards cannot deny official recognition, benefits, or privileges to religious, political, or ideological student clubs based on their expression, or discriminate based on requirements that members affirm the club's beliefs, comply with its standards of conduct, or further its mission.

Schools must provide annual notification of all school clubs and organizations through student handbooks or other appropriate methods, including the club name, mission or purpose, faculty adviser name, and description of past and planned activities.

Schools must prepare a form for parents or legal guardians to give or withhold permission for student participation in clubs and organizations; students cannot join without signed parental permission.

The act became effective July 1, 2022, and was declared an emergency measure.
