• Allows qualified parents or legal guardians to provide driver's training instruction to students eligible for driver's education, known as "parent-student driver's training."

• Requires parent-student driver training to include 92 total hours of instruction: at least 50 hours of street or highway driving and at least 10 hours of driving after sunset or before sunrise.

• Reduces the nonrefundable permit fee from $15.00 to $10.00 for pupils participating in parent-student driver's training.

• Permits students who complete parent-student driver's training to apply for a Class D driver's license at age 15, bypassing the standard 6-month supervised instruction permit requirement.

• Establishes that qualifying parents must hold a valid Idaho driver's license permitting unaccompanied driving and cannot have had their license suspended, revoked, canceled, or been disqualified for the previous two years.
