Changes the matching scholarship requirement language from "merit-based" to specify that matching funds must come from business or industry sources, not institutional or affiliated foundation funds, unless specifically donated for the program match.

Modifies the semester continuation requirement from "successfully passed" to "earned at least twelve (12) credits" during the immediately preceding semester to continue receiving scholarship distributions.

Clarifies that matching business or industry scholarships must be competitively awarded, available to all eligible students, and cannot be awarded by relatives or businesses owned/administered by relatives, with "relative" defined as persons related by blood or marriage within the second degree.

Defines "relative" for scholarship purposes as any person related to the student by blood or marriage within the second degree of affinity or consanguinity to prevent conflicts of interest.

Declares an emergency with an effective date of July 1, 2022.
