Expands the definition of "qualifying family member" to include children, stepchildren, siblings, half-siblings, stepsiblings, grandparents, and legal guardians of deceased service members or gold star lapel pin recipients, in addition to spouses and parents.

Removes the fee exemption for all qualifying family members and instead exempts only spouses, parents, and stepparents from special plate program fees.

Charges other qualifying family members $35.00 for initial plate issuance and $25.00 for annual renewal, with portions deposited in the state highway account and veterans support fund.

Authorizes the division of veterans services to define "combat zone" and "qualifying cause of death" by rule, including deaths from hostile action during active duty military service.

Effective date of July 1, 2022, with emergency declaration.
