Establishes the Idaho Workforce Housing Fund within the state treasury to provide financial assistance for workforce housing development through legislative appropriations.

Designates an association as the administrative entity responsible for creating an allocation plan and requesting funds from the state treasurer for workforce housing investments.

Requires that allocated funds be used exclusively for gap financing and gives preference to developments with local government matching contributions (money, fee waivers, in-kind services, asset donations, or infrastructure).

Mandates the association set aside at least 20% of all allocated funds for rural areas as defined in Idaho Code section 67-9003, with unused rural funds becoming available to all communities after two years.

Declares an emergency effective upon passage and approval, with the act expiring and becoming null and void on December 31, 2026.
