• Requires homeowner's associations to hold annual membership meetings, maintain meeting minutes for 10 years, provide financial disclosures within 10 business days of request, and disclose all fees by January 1 annually.

• Establishes due process protections for violations including 30-day written notice before fines, majority board vote requirement for imposing fines, and allows members to avoid fines by resolving violations in good faith.

• Prohibits homeowner's associations from restricting solar panels (with reasonable placement rules), political signs, U.S./state/POW-MIA/military flags, and rental of properties unless the owner expressly agreed to restrictions in writing.

• Creates homeowner's association lien procedures for unpaid assessments, including filing in the county where the property is located and serving the owner within 5 business days.

• Effective date: July 1, 2022.
