Establishes Idaho standards for initial certification of professional school personnel effective July 1, 2022, using standards prepared by the 2020-2021 educator standards working group dated February 24, 2022.

Adopts Idaho content standards for English language arts and literacy, mathematics, and science effective July 1, 2022, based on standards prepared by the 2020-2021 standards review committee dated January 3, 2022.

Requires the state department of education to align required standards assessments with the adopted content standards by July 1, 2022.

Sets a 5-year adoption cycle for content standards concluding June 30, 2027, with school districts required to incorporate curricular materials reflecting the new standards by June 30, 2024.

Authorizes the board of education to immediately promulgate temporary rules and engage in negotiated rulemaking to implement the standards and coordinate with the U.S. Department of Education for Every Student Succeeds Act compliance.
