Appropriates $4,671,300 to the Division of Human Resources for fiscal year 2023 (July 1, 2022 through June 30, 2023), consisting of $2,394,300 from the Division of Human Resources Fund for personnel costs and $1,250,000 from the General Fund plus $1,027,000 from the Division of Human Resources Fund for operating expenditures.

Limits the Division of Human Resources to no more than 22.00 full-time equivalent positions during the fiscal year 2023 period, unless additional positions are specifically authorized by the Governor.

Requires a 3% salary increase for all permanent positions effective July 1, 2022, by shifting the salary structure upward by 3%, with the exception of the $7.25 per hour minimum wage at pay grade D.

Appropriates $1.25 per hour for permanent employees across all agencies to be distributed based on merit, with flexibility for agency heads to allocate funds for recruitment and retention in hard-to-fill and hard-to-retain positions.

Declares the bill an emergency measure effective July 1, 2022.
