Extends annual transfers from the indirect cost recovery fund to the business information infrastructure fund through June 30, 2023 (previously set to end in 2022).

Maintains continuous appropriation of the business information infrastructure fund to the state controller until June 30, 2025 for procurement, implementation, and sustainment of a statewide enterprise resource planning system.

Specifies that the fund covers financial, payroll, budget, human capital management, and procurement systems, with all interest earnings returned to the fund.

Requires any unexpended moneys remaining after June 30, 2023 to revert to the general fund.

Declares the act an emergency effective June 1, 2022.
