Prohibits state of Idaho governmental entities from entering contracts worth $100,000 or more with companies having 10+ employees that boycott mining, energy production, production agriculture, or commercial lumber production without written verification that the company does not and will not boycott these industries during the contract term.

Creates exemption from the contracting prohibition for governmental entities whose constitutional or statutory duties related to debt issuance, management, or fund investment would be inconsistent with the requirement.

Requires the state treasurer to maintain and regularly update a list of financial companies that boycott the specified production industries, based on publicly available information and written company responses to treasurer inquiries.

Mandates that the Public Employee Retirement System of Idaho divest from listed financial companies within 180 days of notification, unless clear and convincing evidence demonstrates divestment would cause investment losses or benchmark deviations.

Grants state governmental entities and the treasurer immunity from lawsuits and conflicting statutory obligations related to investment and divestment decisions made under this law, with the state indemnifying officers and employees for actual damages and attorney's fees.

Makes the act effective July 1, 2022, with an emergency declaration.
