Revises Section 34-409 to require electronic voter registration applicants to have a current valid driver's license or identification card reflecting their current principal place of residence, with the Secretary of State obtaining digital signature copies from the Idaho Transportation Department.

Amends Section 34-410 to clarify mail registration requirements, including that mail registration applications postmarked not later than 25 days prior to an election are deemed timely and must include driver's license or state identification card number or proof of U.S. citizenship.

Modifies Section 49-2444 regarding identification cards, including a new provision allowing the Department of Transportation to issue a free four-year identification card to Idaho residents who are U.S. citizens, at least 18 years old, and require identification for voting purposes.

Repeals Section 34-1114 relating to voter affidavits.

Transfers $200,000 from the General Fund to the Election Integrity Fund and declares Sections 1, 2, 3, 5, and 6 effective July 1, 2022, with Section 4 effective immediately upon passage and approval.
