Appropriates $161,533,400 to the Department of Commerce for fiscal year 2023 (July 1, 2022 through June 30, 2023) from multiple funding sources including General Fund, Federal Grant Fund, and ARPA funds.

Authorizes the Department of Commerce no more than 48.00 full-time equivalent positions during the fiscal year 2023 period, unless specifically authorized by the Governor.

Reappropriates up to $35,000,000 in unexpended and unencumbered balances from the Idaho Broadband Fund for fiscal year 2022 to be used for nonrecurring expenditures during fiscal year 2023.

Requires the Office of the State Controller to confirm the reappropriation amount by fund, expense class, and program with the Legislative Services Office prior to processing.

Declares an emergency and makes the act effective on July 1, 2022.
