Appropriates $5,485,400 to the Soil and Water Conservation Commission for fiscal year 2023 (July 1, 2022 – June 30, 2023) from multiple funds including General Fund ($3,370,200), Federal Grant Fund ($1,693,900), and others for personnel, operating expenses, capital outlay, and trustee/benefit payments.

Limits the Soil and Water Conservation Commission to 18.75 full-time equivalent positions during fiscal year 2023, unless specifically authorized by the Governor.

Distributes $300,000 equally among the 50 soil and water conservation districts in addition to amounts authorized under Idaho Code Section 22-2727.

Appropriates an additional $5,000,000 from the General Fund for fiscal year 2022 (July 1, 2021 – June 30, 2022) for the Water Quality Program for Agriculture to fund cost-share financing for soil and water conservation projects, drainage rehabilitation, and agricultural best management practices.

Reappropriates any unexpended and unencumbered balances from fiscal year 2022's Water Quality Program for Agriculture funding (up to $5,000,000) for nonrecurring expenditures through June 30, 2023, with declaration of emergency.
