Appropriates $57,742,900 total to Idaho community colleges for fiscal year 2023 (July 1, 2022 through June 30, 2023) distributed across five institutions: College of Southern Idaho ($17,346,200), College of Western Idaho ($19,303,000), North Idaho College ($14,766,100), College of Eastern Idaho ($6,288,400), and CC Systemwide ($39,200)

Funds are allocated from three sources: General Fund ($49,147,500), Community College Fund ($8,556,400), and American Rescue Plan Fund ($39,000) divided into personnel costs, operating expenditures, and capital outlay categories

Exempts the State Board of Education for Community Colleges from object and program transfer limitations under Idaho Code Section 67-3511(1), (2), and (3), allowing unlimited transfers between object codes and programs for the appropriated moneys

Prohibits transfer of legislative appropriations from one fund to another unless expressly approved by the Legislature

Declares an emergency and makes the act effective July 1, 2022
