Allows out-of-state mental and behavioral health providers to deliver telehealth services to Idaho residents through an Idaho credential, provided they hold valid unrestricted licensure in another state with substantially similar requirements to Idaho.

Requires out-of-state providers to meet conditions including clean disciplinary records, compliance with Idaho laws and regulations, maintenance of liability insurance, consent to Idaho jurisdiction with a registered agent, and obtaining an Idaho telehealth credential.

Prohibits out-of-state mental and behavioral health providers from prescribing legend drugs for use in Idaho or causing legend drugs to be delivered to Idaho patients.

Establishes Idaho licensing authorities as responsible for issuing credentials, adopting rules, setting fees, and disciplining providers; includes requirement to notify other states of disciplinary actions taken.

Sets a sunset date of July 1, 2025, for all provisions, and declares an emergency to make the law effective immediately upon passage and approval.
