Adds comprehensive definition of "natural hair braiding" as twisting, wrapping, weaving, extending, locking, or braiding hair by hand or with a mechanical device.

Permits natural hair braiding to include use of hair extensions, fibers, decorative beads, minor trimming, wig-making, and topical agents like conditioners and oils.

Excludes from natural hair braiding the application of dyes, reactive chemicals, color-altering preparations, hair straightening or curling treatments, and chemical hair joining agents like keratin bonds.

Exempts persons whose practice is limited to natural hair braiding from licensure requirements under Idaho barber and cosmetology services law.

Declares an emergency, making the act effective upon passage and approval.
