Appropriates $290,611,800 to the Department of Health and Welfare Welfare Division for fiscal year 2023 (July 1, 2022 - June 30, 2023), including $74,640,500 for self-reliance operations and $215,971,300 for benefit payments.

Authorizes maximum of 613.50 full-time equivalent positions for the Welfare Division during fiscal year 2023, with Governor authorization required for any increases and Joint Finance-Appropriations Committee notification.

Allocates $36,000,000 for community partner grants to address COVID-19 pandemic impacts on school-aged children ages 5-13 through in-person educational, enrichment, and behavioral health activities.

Establishes grant amount limits: up to $500,000 for statewide providers, up to $250,000 for regional providers, and up to $20,000 for local providers, with all funding required to be released and spent by June 30, 2023.

Prohibits transfers of trustee and benefit payment funds to other expense classes during fiscal year 2023 and requires services be provided only to the extent of available appropriated funding and resources.
